In majority of US Congressional districts, 15% - or fewer - of registered voters decide who will win an election. These districts are so heavily populated by voters of just one of the major parties that whoever wins that party’s primary nearly always wins the general election. Usually, fewer people vote in primaries. Those who do vote tend to be the most partisan – further left than most Democrats and further right than most Republicans.
No wonder Congress is so terribly divided.
